A Public Hearing On A Variance For Bissonnet @ Loop 610 Was Held By P&Z On May 9, 2024

Now the owner, Bissonnet Street Ventures LLC, is proposing Project Luong, an 85′ tall medical building that includes six stories of occupied floors and a 6-story parking garage, built on 1.99 acres. The current UT Physicians/AT&T building at 6500 West Loop South is five stories.

No matter the building height, this land is zoned for Planned Development on a minimum of 4 acres per the Loop 610 District ordinance 24-541. The piece of property these developers purchased is less than 2 acres.  Why did they purchase it with that zoning in place? There’s a term in the business world: Due Diligence – reasonable steps taken by a person in order to satisfy a legal requirement, especially in buying or selling something.  The first thing to check on a piece of real estate in a city with zoning ordinances is the current zoning.     

Should this request be approved one has to wonder why the City bothers to pass zoning ordinances if both the City and the zoning ordinances can be manipulated by developers. 

Does the City need revenue from one more commercial development?  The Bissonnet entrance  from the east into Bellaire already provides a view of the rear of a building, with zero setback, facing Bissonnet.  The Bellaire High baseball fields at Avenue B are much less attractive than the elementary school site that was surrounded by beautiful old oak trees.
