Update 1/30/2025: Regarding that work order mentioned below, there were hopeful reports on acquiring reasonable costs for a new WWTP, especially since the Public Works equipment and storage area may be available. Requested options are:
- Full WWTP replacement with a conventional WWTP, chemical disinfection, and aheadworks building.
- Upgrade the existing Influent Lift Station, and construction of a force main to the City ofHouston WWTP.3.
In addition, HDR shall perform a high level evaluation to determine if the new WWTP as described in option 1 could fit onto the Public Works site located immediately to the east of the City’s WWTP. This would include all new assets on the Public Works site, less the influent pump station which would remain in its current location. If the new WWTP willpotentially fit onto the site, perform a high level cost estimate for this option.
Councilmember Gordon recused himself from the discussion, stating that he has a business arrangement with HDR Engineering. Then tried to participate after the recusal, which was not allowed.

It includes another $26,400 Work Order for HDR Engineering, to prepare a more accurate assessment of costs to repair our WWTP. Something I thought they were asked to include in the first round of inspection of the plant.
Perhaps another company should have been chosen to make this new assessment. Bellaire spent over $8 million on equipment and repairs for the plant just a few years ago.
Meanwhile there’s no word on grants funds to underwrite the cost of the $110 Cypress Ditch project. If no funding is forthcoming how will the $40 million Bellaire Prop A bonds be used?
