Bellaire’s Complicated Zoning Changes – Oh Boy…

After various zoning changes for most of Bellaire’s commercial areas were approved about 10 years ago, City Council held a Public Hearing on March 3, 2025, to hear suggestions from City staff regarding changes to those changes!  Watch the Public Hearing here. Changes in lot coverage, allowing more possible drive-throughs, reducing minimum building heights. Change standards for parking, community homes. And more. Setbacks (is zero appropriate?). Council comments on signs were varied, and downright confusion ensued over the zoning language.

Frankly, those 10-year old changes in zoning ordinances that included 30 foot minimum heights, zero front setback for buildings, the addition of sidewalks and angled parking which narrowed our commercial streets around H-E-B (PD-25), have not improved the UV-D. There’s very little that is attractive or welcoming about that area.

The same zoning prevented the possibility of a wonderful proposal from a business in the UV-T.
