City of Bellaire Public Information Request – 6400 Bissonnet (PD 9-10)

Please provide me with a copy of the following items:

(1) The meeting minutes from the City of Bellaire Planning and Zoning Commission meeting on February 9, 2010.

(2) The audio (or a transcription thereof) and/or video recording of the City of Bellaire Planning and Zoning Commission meeting on February 9, 2010.

(3) The complete application filed by Southwestern Bell Telephone Company (“AT&T”) to the City of Bellaire for approval of the replat of 6500 West Loop South into AT&T Business Park, consisting of one block and two commercial reserves, which application was docketed by the Planning and Zoning Commission as Docket # AR-2010-01.

(4) Any and all correspondence, including, but not limited to, electronic correspondence and text messages, between any representative of AT&T, and its representatives (including, but not limited to, Gary Bohler, Chris Brenner, South Texas Surveying, Steven Marley, Cushman & Wakefield and Jim Foreman), and any representative of the City of Bellaire (including, but not limited to, Alan P. Petrov, Johnson Petrov LLP, Paul Hoffman, ChaVonne Sampson, Ashley Parcus, Brant Gary, the mayor and all council members) concerning AT&T’s application to replat 6500 West Loop South into AT&T Business Park, containing one block and two commercial reserves. The request is limited to the time frame from January 1, 2008 to the present.

(5) Any and all files maintained by the City of Bellaire concerning AT&T’s application regarding the re-plat of the property at 6500 West Loop South into AT&T Business Park containing one block and two commercial reserves, for the time period January 1, 2008 to the present, approved by the Planning and Zoning Commission at its meeting on or about February 9, 2010.

(6) Any and all correspondence, including but not limited to electronic correspondence and text messages, between any representative of AT&T, and its representatives (including, but not limited to, Steven Marley, Cushman & Wakefield and Jim Foreman) and any representative of the City of Bellaire (including, but not limited to, Alan P. Petrov, Johnson Petrov LLP, Paul Hoffman, ChaVonne Sampson, Ashley Parcus, Brant Gary, the mayor and all council members) concerning AT&T’s application regarding the property at 6500 West Loop South to allow the then existing single tenant building located thereon to be used for multi-tenant office space, which application was docketed by the Planning & Zoning Commission as Docket # PD-2019-02; for the time period January 1, 2017 to the present.

(7) Any and all files maintained by the City of Bellaire concerning AT&T’s application regarding the property at 6500 West Loop South within the planned developments PD-9 and PD-10, for an amendment to PD-9 and PD-10 to allow the then existing single tenant building within PD-9 and PD-10 to be used for multi-tenant office space, which application was docketed by the Planning & Zoning Commission as Docket # PD-2019-02; for the time period January 1, 2017 to the present.

(8) All City of Bellaire ordinances, maps, regulations, or codes that limit the use of property located within PD-10.

(9) All City of Bellaire ordinances, maps, regulations, or codes that limit the use of the approximately 1.9927-acre tract or parcel located at the Southwest corner of West Loop 610 South and Bissonnet Street, 6400 Block of West Loop 610 South, and legally described as: All of Reserve “B” of AT&T BUSINESS PARK, a subdivision in Harris County, Texas, according to the map or plat filed for record under Film Code No. 647138 of the Map Records of Harris County, Texas.

10) All City of Bellaire zoning ordinances, maps, regulations, or codes currently applicable to property within PD-10.

(11) All City of Bellaire zoning ordinances, maps, regulations, or codes currently applicable to the approximately 1.9927-acre tract or parcel located at the Southwest corner of West Loop 610 South and Bissonnet Street, 6400 Block of West Loop 610 South, and legally described as: All of Reserve “B” of AT&T BUSINESS PARK, a subdivision in Harris County, Texas, according to the map or plat filed for record under Film Code No. 647138 of the Map Records of Harris County, Texas.

(12) Any and all correspondence, including but not limited to electronic correspondence and text messages, between City of Bellaire Council Member Jim Hotze and any member of the Board of Adjustments, including, but not limited to, Members Felicia Lewin, Jerry Borowick, James Avioli and Alan Westfall, regarding Bissonnet Street Ventures, LLC’s application for a variance to allow for 60% lot coverage for the 1.9927-acre tract or parcel located at the Southwest corner of West Loop 610 South and Bissonnet Street, 6400 Block of West Loop 610 South, and legally described as: All of Reserve “B” of AT&T BUSINESS PARK, a subdivision in Harris County, Texas, according to the map or plat filed for record under Film Code No. 647138 of the Map Records of Harris County, Texas, which application was docketed as Docket # BOA-2021-04.

(13) The City of Bellaire ordinance or map that created PD-9.

(14) The City of Bellaire ordinance or map that created PD-10.

(15) The most recent Official Zoning District Map of the City of Bellaire, Texas.
