More Costs? Renovate The New Public Works Relocation And Plans For Evergreen Park

First up is a solicitation for renovation of the property recently acquired by the City of Bellaire for $7 million dollars, after City Council approved the sale of $7 million in Certificates of Obligation for the purchase. The property is located at 5233-5235 Glenmont Street in Houston, the former Federal Express building. This in addition to the $70 million in bonds approved by voters in 2024.

City Manager Citino had informed City Council that she felt there were adequate funds on hand to cover the costs of drawing up plans.  As for the actual changes, another $7 million may be required to remodel the property. Find the full RFQ here

Next is a request for quotes to submit plans for Evergreen Park Plans and Design, starting with No 1. Gather and review existing data including the Evergreen Park Master Plan (2015), City of Bellaire Parks, Master Plan (2016) and the recent Evergreen Park survey conducted in November 2024. In other words, spend more funds on more plans for Evergreen Park. The question is, why now? Bellaire is in need of flood control and drainage upgrades. The City is currently carrying about a hundred million dollars of bonded debt, at a cost of $9.5 million per year for debt service, before any of the $70 million in bonds approved in 2024 are sold. Yes, Evergreen Park can always use more maintenance, so what has been done in the past several years?

  • Thanks to Congresswoman Lizzie Fletcher, a $600,000 federal grant for Evergreen Accessible and Inclusive Playground improvements was received in 2024.
  • Find the recent 2024 Evergreen Park Survey
  • $5.1 million for Evergreen Park was included in the list of suggested Capital Improvement Projects (CIP) for 2024-2028, page 8.  $200,000 for 2024, $4,900,000 for 2025. 
  • August 9, 2021, members of the Parks and Recreation Board made a budget presentation to City Council.  They focused on redevelopment of Evergreen Pool and Park. Find the 2016 Master Plan Concept here. The estimated cost in 2015 was $4.6 million, and no specific defects in the pool or park were discussed other than that it is ‘old’.
